PSS star ratings before 2004
Background On 30 May 2002, the Department of Health published the first set of social services 'star' ratings. These cover all councils with social services responsibilities in England using all the evidence available at that time. A second, 'refreshed' set of star ratings was published on 15 November 2002, including more up to date performance indicators and inspections. On 13 November a third set of star ratings was published. Subsequent star ratings will be published in the autumn each year. These performance ratings have been formulated from evidence from published Performance Indicators, inspection, Social Services Inspectorate (SSI) / Audit Commission Joint Reviews, review of plans and in year performance information from both the SSI and the external audtiors for each council. The ratings give a rounded picture of each council's performance in carrying out their social services functions. Separate judgements for both adult's and children's services are also included. Each council also receives a Performance Letter, giving details about strengths and areas for improvement. Where these have been discussed by council committees they are on this website, the rest will become available in the coming weeks. The social services star ratings form part of the comprehensive
performance assessment (CPA) of local councils which was introduced
by the Audit Commission in December 2002. The social services ratings
were 'refreshed' on 15 November 2002, in the light of the new Performance
Indicators and other evidence, to ensure that they were as up-to-date
as possible. The third set of star ratings published on 13 November 2003
form part of the second comprehensive performance assessment of local
councils, which was published on 18 December 2003.
