PSS Star Ratings On 30 May 2002, the Department of Health published the first set of social services 'star' ratings. These cover all councils with social services responsibilities in England using all the evidence available at that time. In 2004, the Commission for Social Care Inspection took over responsibility for publishing the ratings for social service:
