In 2002 - 03 , 3.5 million vouchers were reimbursed , a decrease of 3 . 7 % on 2001 - 02 and an increase of 9% on 1992 - 93 . The number of vouchers reimbursed by HAs ( previously FHSAs ) increased between the first full year of the scheme ( 1987 - 88 ) and 1996 - 97 .

The Voucher Scheme was introduced on 1 July 1986. Under this scheme vouchers are issued to those who would previously have been eligible to receive NHS spectacles , to use towards buying their own choice of spectacles .
