In 2000-2001, gross expenditure in England was almost £13 billion, an increase of 7% on the previous year.  
Over the ten year period from 1990-91, gross expenditure doubled in real terms.  
The rise in expenditure since 1993-94 includes the effects of local authorities meeting their expanded community care responsibilities.
